1. I did quit Ubar 3 before opening Ubar 4. I've moved the cursor to all 4 sides of the screen and clicked too, and even set Ubar 3's prefs to not auto hide, quit Ubar 3 and tried Ubar 4 again, but nothing shows up for Ubar 4. Too bad, I wanted to try and hopefully buy it but of course cannot. Maybe just a bug in the initial 4.0.
